Turning the Tide is a campaign quest under Act 6: Dance of the Makers in Diablo 4.
Your objective is to descend to the Gates of Hell with your allies.

Search for your allies
After defeating Duriel, search for your allies in the Imperial Palace as shown in the yellow circle on the map.
Follow Neyrelle
You will meet Neyrelle first. Follow her to meet the other Horadrim.
Speak to Lorath
You will reach a waypoint. Talk to Lorath.
Descend to the Gates of Hell
Next, head down to the Gates of Hell with your allies.
Inspect blood petals
You will then see Lilith’s blood petals at the entrance. Inspect it.
Speak with Neyrelle
After the cutscene, speak with Neyrelle.
The quest ends here. You’ll earn XP and coins.
